Explanatory Note

Constitution (Removal of Royal Assent) Amendment Bill

The Parliament of New Zealand enacts as follows:

1. Title
This is the Constitution (Removal of Royal Assent) Amendment Act 2010.

2. Commencement
This Act comes into force on the day after the date on which it received the Royal Assent.

3. Principal Act Amended
This Act amends the Constitution Act 1986.

4. Section 16 substituted
The existing section 16 is repealed, and replaced by the following:

16. When Bills become law.
A Bill passed by the House of Representatives shall become law when
(1) The Speaker of the House of Representatives, being satisfied that it has been passed in accordance with the Standing Orders of the House, has endorsed on a copy of the Bill a certificate of compliance with the requirements of this Article, and has, in the presence of the Clerk of the House of Representatives, signed that certificate; and
(2) the Clerk of the House of Representatives has, in the presence of the Speaker, countersigned the certificate on that copy of the Bill.
