Require Buildings To Have Clear Street Numbers And Accessible Letterboxes

Many buildings in NZ carry no street number, or one that is hard to see from the street. At the same time, many modern apartment buildings have no outside letterbox, preventing mail delivery by anyone other than NZ Post.

The lack of numbers is irritating to those needing to find a property, and potentially dangerous in emergencies. The lack of letterboxes is inconvenient to apartment dwellers who are unable to receive messages, courier cards and packages and the like. It also prevents political campaigners from leafletting many buildings in urban areas, limiting the scope of democratic speech.

I would suggest the following legislation to correct this:
a. Amend the Building Act 2004 (Subpart 4, probably) to require that any new or rebuilt building carry a sign clearly visible from the road showing the building number.
b. Amend the same act to require that any new or rebuilt building have a letterbox for each separately occupied unit that is accessible without a key for mail delivery, capable of taking an NZ Post "large" envelope (165 x 235 x 10mm) and reasonably secure from theft of mail.
c. Require that within six months of the Bill's enactment, every building carries a number sign as above.
d. Require that within two years of the Bill's enactment, every building has letterboxes as above.
e. Place the onus for compliance with these measures jointly on the freehold owner, body corporate and leaseholders of the building.
f. Place a duty on the local territorial authority to enforce compliance.
g. Impose a penalty of up to $200 and $5 per day for non-compliance with (c)
h. Impose a penalty of up to $1000 and $25 per day (in respect of each unit) for non-compliance with (d)
i. Permit building occupiers to withhold service charges, ground rents and rental payments when a landlord, freeholder or body corporate fails to comply with (c) or (d).
